What is e-Waste?
- Waste Electronic & Electrical Equipment (WEEE) which is universally referred to as e-waste, is the collection of discarded, obsolete, defective, unusable, surplus or end-of-life electronic and electrical devices.
- Old computers and peripherals, electronic circuits and motherboards, printers and scanners, refrigerators, air-conditioners, TV and DVD players, CRT monitors, old computers and laptops and run down mobile phones and tablet PCs are being discarded in bulk quantities year after year. All of these contribute to the rise in e-waste.

Toxic Hazards
- These electrical and electronic devices contain poisonous elements such as lead, cadmium, mercury and beryllium. The devices also generate brominated flame retardants. All these and many more pose a great risk to the environment into which they are carelessly dumped.
- Uncontrolled emission of highly toxic gases and leaching out of toxic elements from e-waste pollute the surrounding environment on both a short-term and long-term basis.

Environmental Damage
- Pollutants generated by e-waste may measure in trace amounts but their hazardous effects are long-lasting. If these pollutants enter the biological system, then there is a chain reaction of ill-effects which adversely and most often, irreversibly affect the flora and fauna of the environment.
- Recycling electronic and electrical waste in a non-scientific way causes severe damage to the environment as the hazardous metals and gases enter our atmosphere and water bodies.

EEE (Electronics & Electrical Equipment) – Producers Responsibility

The E-waste (Management) Rules, 2016 mandate that CPCB enforced on 1st October 2016, includes specific guidelines for Extended Producer Responsibility (EPR), channelization, collection centers, storage, transportation, environmentally sound dismantling and recycling, and refurbishment and random sampling of EEE for testing of RoHS parameters
- The objective is to implement a target-based collection mechanism which stipulates a phase-wise collection target for producers for the collection of e-waste, either in number or weight, which shall be 30% of the estimated quantity of waste generation during first two years of implementation of rules followed by 40% during third and fourth years, 50% during fifth and sixth years and 70% during seventh years onwards.
